Patrick G Brangan offers the service of Project Supervisor Design Process as specified under the Safety Health and Welfare at Work (Construction) Regulations
Application of the General Principles of Prevention
We can advise and consult with you on the implementation of the General Principles of Prevention in The Design Process. Risk assessment measures are used by the team to identify hazards and eliminate or reduce risk during the construction process. We can objectively contribute to the development from an Occupational Health and Safety view and advise on the implications of alternative design solutions.
Co-Ordination of the Design Team
We will attend design meetings ensure any new design criteria are circulated and safety is incorporated into the process both for the construction period and for the routine maintenance work during the life span of the structure. The risks to safety and health for the end user will also be assessed by the design team.
Preparation of the Preliminary Safety and Health Plan
The Preliminary Health & Safety Plan an be prepared detailing the information required under the regulations and updated as necessary during the project.
- Particular risks for the project and be identified and communicated to the Project Supervisor construction Stage prior to their tendering process.
- Other relevant information regarding activities on the site ie construction work not related to the project, working in an area still fully operational, interaction on the contractors and the existing environment.
(Handover) Safety File
We an liaise with all concerned to ensure that the relevant details are conveyed and compiled in to the required safety file for handover to the client on completion of the assigned project as per the regulations
Method Statements
The employer has a statutory duty to provide systems of work which are planned organised maintained and revised as appropriate to be as far as reasonably practical safe and without risk to health.
Also known as a "safe system of work" or "job safety plan" a method statement is a document that assists in this duty and details the way a work task is to be completed, safety procedures to be implemented,equipment needs,training,risk assessments,procedures and contacts. The method Statements create a step by step guide on how jobs should be done safely.
Safety Statements.
A Safety Statement is the first requirement of an organisation and is a document which outlines the company's commitment to health and safety inclusive of adequate risk assessments and preventative measures for the daily tasks completed.It is a legal requirement to have a current and relevant Safety Statement with signed Safety Policy at or adjacent to the workplace which has been explained to the employees annually who then have a duty to adhere to.
We can assist by visiting your facility to assess current conditions, complete initial risk assessment of activities in hand and provide a document for implementation and further updating as necessary.
Site Audits/Inspections.
Auditing of the organisations safety management is an essential component of the safety management process as it provides feedback on performance and enables corrective action to be undertaken.
Why have an audit: Safety auditing examines the total organisation in order to establish whether it is meeting its safety aims and objeties. The audit will examine hierarchies of control, safety documentation (safety statement,safety and health plans risk assessment et), control procedures and the physical results.
Who should carry out the audit: A safety audit carried out by a third party allows an independent assessment by a suitably qualified safety adviser who will give an unbiased report and recommendations on the findings.
Reporting: A detailed report will be submitted on completion of an audit,identifying areas of concern, making recommendations and using photographic evidence A two page report will be submitted after any inspection to the person in control and a copy provided to the contact person in the head office.
Safe T Cert Auditing Service.
This is a construction sector specific safety management system suitable for contractors of all sizes and the system is jointly owned by CIF and CEF(Northern Ireland). Accepted by the International Register of Certified Auditors(IRCA) and a safety certification process in collaboration with the Institution of Occupational Safety and Health (IOSH).
It is based on Internal Labour Office guidelines on Occupational safety and Health management Systems (ILO-OSH 2001) and included under the competence of contractor criteria in the HSA guidelines to the construction regulations 2006. We at PBA as recognised Safe T Cert Consultants for the CIF an assist with your initial application and provide the necessary advice and support to obtain Safe T Cert recognition for your company.
Safety Plans for Construction Stage (PSCS).
One of the statutory duties of PSCS(Project Supervisor Construction Stage) under the Construction Regulation is to prepare a documented Construction Stage Plan. This document is prepared based on information identified in the preliminary plan developed by the PSDP. This will be a lie document for the duration of the project fulfilling Section 16 of the construction regulations.
